Tessolve, Unex and Secure Elements Join Forces to Launch Secure V2X and AIS Compliance-Ready Production-Grade TCU for India
First-of-its-kind integrated India-focused TCU proposition designed to address AIS-140, AIS-230, AIS-189 and AIS-190 across connectivity, V2X, cybersecurity and software-update compliance
Gangneung, South Korea: Tessolve, Unex Technology and Secure Elements today announced a strategic collaboration at ITS World Congress 2026 to develop and launch a production-grade, AIS compliance-ready TCU and secure V2X solution for Indian OEMs and fleet operators.
The collaboration brings together Tessolve’s automotive hardware engineering, productization and manufacturing capabilities, Unex’s production-grade C-V2X stack and SOM-352 technology, and Secure Elements’ system integration, PKI, cybersecurity and lifecycle-compliance expertise.

The consortium is targeting a first-of-its-kind integrated TCU architecture in India engineered to address four key Automotive Industry Standards within a common solution:
- AIS-140 — vehicle tracking and connected-fleet requirements
- AIS-230 — C-V2X / Vehicle-to-Vehicle communication
- AIS-189 — vehicle cybersecurity and Cyber Security Management System
- AIS-190 — secure software updates and Software Update Management System
AIS-230 forms the technical foundation of India’s proposed V2V rollout, with proposed mandatory V2V fitment for newly manufactured L, M and N category vehicles from 1 October 2028. AIS-189 and AIS-190 introduce phased cybersecurity/CSMS and software-update/SUMS requirements from 1 April 2028.
These dates are based on the current Ministry of Road Transport and Highways (MoRTH) draft regulatory framework and remain subject to final notification
Beyond connectivity: an AI-enabled mobility intelligence layer
The consortium’s roadmap goes beyond the TCU and V2X communication layer. It is designed to enable an AI-driven intelligence architecture combining edge intelligence in the vehicle with cloud analytics, creating:
Integrated driver, road and fleet intelligence — combining driver behaviour, road risk and fleet-performance information.
Cyber + safety risk intelligence — bringing cybersecurity and operational-safety signals into an integrated risk-scoring framework.
Unified ecosystem intelligence — enabling future applications across mobility, fleet operations, insurance and intelligent urban infrastructure.
Secure Elements’ CRISKLE Workspace will provide cybersecurity and compliance lifecycle support around AIS-189 and AIS-190, while PKI, credential management and security integration will establish the trusted foundation required for V2X communication.
“India’s connected-mobility transition requires much more than a V2X communication module. OEMs and fleets need a production-ready TCU that brings connectivity, cybersecurity, lifecycle compliance and intelligence together,” said Rituraj Shrivastava, Managing Director, Secure Elements India.
“With Tessolve and Unex, we are creating an India-focused architecture designed around AIS-140, AIS-230, AIS-189 and AIS-190, with the longer-term vision of converting connected-vehicle data into actionable safety, cyber and mobility intelligence,” said Saket Mohan, CEO, Secure Elements India.
“India’s connected-vehicle transition requires a production-grade hardware foundation that can bring V2X, telematics, cybersecurity and software lifecycle requirements together in one scalable architecture. Through this collaboration, Tessolve will bring its automotive hardware engineering, embedded integration, validation, productization and manufacturing semiconductor capabilities to develop a cost-optimized TCU solution engineered for AIS-140, AIS-230, AIS-189 and AIS-190 readiness. Our objective is to give OEMs and fleet operators a practical path from reference design and pilot deployment to automotive-scale production.,” said Director, Tessolve.
“India represents one of the most significant emerging opportunities for V2X deployment. Unex brings proven C-V2X technology, including our SOM-352 and V2Xcast software capabilities, to help accelerate interoperable and production-ready implementations. By combining our V2X technology with Tessolve’s automotive engineering and Secure Elements’ system integration and cybersecurity capabilities, we aim to enable an India-ready solution that can move efficiently from V2X validation to OEM and fleet-scale deployment,” said Nick Lee, CEO, Unex Technology.
One consortium. Three complementary strengths.
Connected. Compliant. Secure. Intelligent. Production-ready.
The consortium aims to provide OEMs and fleet operators with a cost-optimized, future-ready and continuously secured path from V2X pilot to production scale in India and beyond.
